Most of them never reach the end.
Onboarding checklists, which are the broader category product tours belong to, average a 19.2% completion rate across SaaS companies. The median is worse: 10.1%. Tours with seven or more steps drop to a 16% completion rate. Nearly 70% of users skip traditional linear product tours outright.
This is not a design problem. The medium itself is broken.

The Accepted Wisdom: Tours Are Standard Practice
Product tours became the industry default for good reasons. They are cheap to build, easy to deploy, and they scale to any number of users without adding headcount. You write the tour once. Every user who signs up gets the same sequence of tooltips. The logic is appealing: if a human trainer can walk a user through the product, a programmed sequence can do the same thing at scale.
This logic captured the onboarding market. Today there are dozens of products, Appcues, Pendo, Chameleon, Userpilot, UserGuiding, built specifically to make product tours easier to create and deploy, and venture capital has poured hundreds of millions of dollars into the category.
The premise: if you show users what your product does before they get confused, they will understand it and stick around. The data does not support it.
Why the Premise Is Wrong: Four Structural Failures
1. Tours arrive at exactly the wrong moment
A new user has just signed up. They are motivated. They want to try the product. They do not want to sit through an explanation of it.
The tooltip appears on page load, before the user has touched anything. It points at a button the user has no context for yet. “This is the Dashboard,” it says. The user clicks “Skip.” They have not yet encountered a problem, so the solution is invisible to them.
Tours assume users want to be taught before they explore. The opposite is true. People explore first, and when they hit a wall, that is when they want help. A tour that fires at login is help delivered before the problem exists.
2. Completion drops off a cliff after four steps
Chameleon’s analysis of 550 million product tour interactions found that 3-step tours achieve 72% completion and 4-step tours achieve 74%. After that, completion collapses. Tours with 7 or more steps reach only 16% of users.
The problem: most products cannot be explained in three steps. A SaaS product with a meaningful feature set requires demonstrating more than four things to get a user to their “aha moment.” So teams build longer tours, precisely the length that users abandon.
This is not fixable, because it is the natural consequence of asking users to follow a script in a medium they did not choose, at a time they did not request.
3. Tours break every time the product ships
Product tours are anchored to specific UI elements. When you update the interface, move a button, rename a menu item, or restructure a page, the tooltip that pointed at the old location now points at nothing. Or it breaks entirely.
In a product that ships continuously, this happens constantly. A team using Appcues or Chameleon must rebuild or repair their tours after every meaningful UI change, a recurring cost that compounds: the more features you build, the more tours you need; the more you iterate, the more tours you break. And completion rates do not improve.
4. Tours tell. They cannot do.
A product tour points at a button and says “click this.” It cannot click the button for you. It cannot notice that you clicked the wrong thing. It cannot respond when you ask “but why do I need to do this?” If the user gets confused at step 3, there is no one to ask. If they’re on a different screen than the tour expects, the tooltip either points at the wrong element or disappears. The interaction model has no recovery.
Human trainers handle all of this in real time: they adapt to what the trainee does, answer questions, skip what is already known, and pace to the person in front of them. A pre-scripted tooltip sequence cannot do any of that.
The Evidence
The completion rate data is stark, but it understates the problem because completion is not the goal. Activation is.
Roughly 75% of new SaaS users abandon a product within the first week. Users who don’t engage within the first three days have a 90% chance of churning. Trial users who do not complete activation steps within their first three days are 3 to 4 times less likely to convert than those who do.
Product tours were supposed to compress the time to value. But a medium with a 10% to 20% median completion rate is not compressing anything. The users who finish tours are likely the users who would have figured it out anyway. The users who needed the most guidance are the ones clicking “Skip.” What correlates with activation is whether the user reaches their first meaningful action quickly, not whether they read your tooltips.

Product tours became the default not because they were the best option, but because they were the only option that scaled. Hiring a human to walk every user through the product does not work at SaaS volumes.

Implications for Your Product Team
If your product tour completion rate is below 30%, the temptation is to optimize the tour: shorten it, retrigger it at a better moment, add progress indicators, make it interactive. These changes can move the numbers. Launcher-triggered tours achieve 67% completion versus 31% for delay-triggered tours. User-triggered tours outperform automated blanket triggers by 2 to 3 times.
These are real improvements. They are also still improvements to a medium with a 10% median completion rate.
The more useful question is what the users who skip your tour actually do. Do they find their way to activation? If not, where do they drop off? The answer to that question tells you what your onboarding actually needs, and it is almost never more tooltip steps.
Personalized onboarding boosts retention by 40% in controlled studies. The variable is personalization, not tour length.
